Holly Richard brings a multidisciplinary background in healthcare, research, business development, and civic engagement to her role as Founder and Chief Executive Officer of Strata Civic Solutions. She earned a Doctor of Physical Therapy degree, an education that trained her to evaluate complex information, ask the right questions, weigh evidence, and translate technical findings into clear, practical decisions.

Before founding Strata, Holly worked across the healthcare, fitness, and wellness industries, including helping launch and grow new businesses. These experiences strengthened her ability to identify unmet needs, develop solutions, build effective operations, and turn ideas into services people could use. She also worked in healthcare research, contributing to the study of emerging technologies and evidence-based approaches to solving real-world problems.

Holly’s interest in local government grew from her own civic involvement and efforts to better understand the decisions affecting her community. She saw firsthand how difficult it can be for elected and appointed officials — and the residents they serve — to find clear answers across lengthy agenda packets, budgets, meeting minutes, ordinances, and years of disconnected public records. She founded Strata to solve that problem.

As CEO, Holly leads Strata’s vision, strategy, municipal engagement, and product direction. She brings a researcher’s rigor, a clinician’s commitment to helping people, and an entrepreneur’s focus on practical solutions — working to ensure local government leaders can quickly understand the full story behind every decision and act with greater confidence, transparency, and accountability.

Ralph Gutierrez brings nearly five decades of distinguished public service spanning the military, federal judiciary, and municipal government. A U.S. Air Force veteran, he later served 20 years in a leadership role with the U.S. Federal Courts, developing extensive experience in government operations, organizational leadership, accountability, and public trust.

Ralph continued his commitment to service as a member of the Schertz City Council before serving two terms as the city’s ninth mayor. In these roles, he helped guide policy, strategic planning, budgeting, infrastructure investment, public safety, responsible growth, regional partnerships, and quality-of-life initiatives. His tenure required balancing long-term priorities with immediate community needs while navigating the legal, financial, and operational complexities of municipal government.

His experience extends beyond policymaking. Ralph understands the day-to-day realities facing elected officials — from reviewing dense agenda materials and evaluating staff recommendations to weighing public input, managing competing priorities, and making consequential decisions under public scrutiny. This perspective gives him a deep appreciation for timely information, institutional knowledge, transparency, and sound governance.

As Municipal Strategy Advisor for Strata Civic Solutions, Ralph brings this practitioner’s perspective to platform development, municipal engagement, and strategic direction. He helps ensure Strata addresses real-world government challenges and equips local leaders with reliable, actionable intelligence to make informed decisions, strengthen accountability, and serve their communities more effectively.

Raquel Gutierrez is a civic strategist, community advocate, and trusted relationship builder with more than three decades of engagement across Central Texas. Throughout her career, she has supported municipal initiatives that improved cross-sector coordination and facilitated hundreds of stakeholder engagements that strengthened collaboration between local governments, community organizations, and residents.

As Municipal Outreach Advisor for Strata Civic Solutions, she drives municipal partnerships, stakeholder engagement, and pilot program development. Her deep understanding of local government operations and established regional network have enabled the successful launch of pilot initiatives across multiple Central Texas municipalities, leading to higher community participation, faster and more actionable feedback loops for city services, and increased adoption of civic technology tools.

Raquel applies a practical, people-centered approach to civic innovation that converts relationships into durable partnerships and concepts into scalable impact. Her work has supported sustained engagement models that expand resident participation in public input processes while strengthening long-term trust and collaboration between municipalities and the communities they serve.
